In July 2021 Governor DeWine announced the launch of a new water and wastewater infrastructure grant program, administered by the Ohio Department of Development in partnership with Ohio EPA.
Director Stevenson recently asked Jerry Rouch, chief of the Division of Environmental and Financial Assistance (DEFA) to serve as Deputy Director for Infrastructure Funding. In this position, Jerry will coordinate activities internally with various Ohio EPA divisions and other agencies pertaining to American Rescue Plan Act (ARPA), H2Ohio, state revolving fund (SRF) programs, drinking water lead funding, and other federal infrastructure funding programs.
As a condition of receiving annual capitalization grants that support Ohio’s Water Supply Revolving Loan Account (WSRLA) and Water Pollution Control Loan Fund (WPCLF), Ohio EPA negotiates a “fair share” goal for Disadvantaged Business Enterprise (DBE) participation in projects being funded through each program.
The Water Pollution Control Loan Fund (WPCLF) Program Management Plan (PMP) includes guidelines for administration of program funds and project implementation over the program year.
Since 2016, Ohio EPA’s Water Pollution Control Loan Fund has offered local health districts (LHDs) grant-like subsidies to assist low-income homeowners repair and replace failing household sewage treatment systems (HSTS).

Since 1989, Ohio's Water Pollution Control Loan Fund (WPCLF) has been an important source of project financing throughout Ohio for a wide variety of municipal wastewater, storm water, and nonpoint source pollution control projects. The WPCLF is administered on the calendar year basis and now is the time to nominate your projects for financial assistance in 2019.

U.S. EPA recently announced that the deadline to submit letters of interest for Water Infrastructure Finance and Innovation Act (WIFIA) loans will be extended to July 31, 2018. The prior deadline was July 6.
