Please refer to the list of available services on the main eBiz webpage. We encourage you to make use of all that apply, even if you have not used eBiz in the past. Plans under 25 MB can be emailed. For large plans over 25 MB, entities should work with the reviewer/division to upload via LiquidFiles. Directions for submitting docs via LiquidFiles is available on YouTube. We apologize for the inconvenience and thank you in advance for your understanding. If you wish to send hard copies of documents to any of Ohio EPA’s district offices, the best method to ensure we receive these documents is to send them via U.S. Mail. Ohio EPA Assists Northeast Ohio Regional Sewer District with Kingsbury Run Sewer Improvements

Ohio EPA is providing a $4,774,375 loan to the Northeast Ohio Regional Sewer District (NEORSD) to fund upgrades to the Kingsbury Run sewer collection system. Kingsbury Run serves as a drainage outlet for the central portion of Cleveland, east of the Cuyahoga River, and the west end of Shaker Heights.

NEORSD will modify several Kingsbury Run combined sewer overflow (CSO) regulators and make other infrastructure improvements. Scheduled for completion in June 2018, the project will result in far fewer CSO and flooding events near Kinsman Road, and improved water quality in the Cuyahoga River and Lake Erie.

Because the project targets the reduction of CSOs, NEORSD qualified for a discounted zero percent interest rate on the loan, rather than the 2.28 percent rate that would have otherwise applied. The 20-year, interest-free loan through Ohio’s Water Pollution Control Loan Fund (WPCLF) will save the sewer district $1,922,000 compared to a market-rate loan.

Created in 1989, the WPCLF provides below-market interest rate loans for communities to improve their wastewater treatment systems. WPCLF loans are used for many purposes such as improvements to publicly owned treatment works and home sewage treatment systems, water quality-based storm water projects, agricultural best management practices, and landfill closures. 

The WPCLF provides technical assistance to public wastewater systems in a variety of areas from the planning, design and construction of improvements to enhancing the technical, managerial and financial capacity of these systems. WPCLF loans also make possible the restoration and protection of some of Ohio’s highest quality water bodies through the fund’s Water Resource Restoration Sponsor Program.

Ohio EPA’s revolving loan funds are partially supported by federal grants and designed to last indefinitely through repayment of loans and investments in bonds. The loan program is managed by Ohio EPA’s Division of Environmental and Financial Assistance, with help from the Ohio Water Development Authority. Ohio EPA is responsible for program development and implementation, individual project coordination, and environmental and other technical reviews/approvals of projects seeking funds. The Ohio Water Development Authority provides financial management of the fund.

Since then, air pollutants dropped by as much as 90 percent; large rivers meeting standards improved from 21 percent to 89 percent; and hundreds of polluting, open dumps were replaced with engineered landfills and an increased emphasis on waste reduction and recycling.
