Isolation Break Status (final update July 2009)

The isolation break was completed on schedule during the last week of May. Gas extraction wells have been installed, temporary plastic liner installed, and a roadway was built between Cells 5 and 7 to allow access for service, maintenance and monitoring vehicles. There is no evidence that the subsurface reaction/fire reached Cell 7. The impacted areas in the landfill are now completely contained within the 88-acre remediation area (Cells 1-6).
 
The operations, maintenance and monitoring plan for the 88-acre remediation area is nearly complete. This plan will ensure that all control features such as gas extraction wells, drains, sumps, pumps, tanks, plastic liner and flares will continue to control landfill gas and leachate into the future.
 
Republic Waste Services, which owns and operates the facility, has established a team of dedicated personnel to manage the remediation area. Ohio EPA, U.S. EPA, Stark County Health Department, and Canton City Health Department will continue working together to ensure that the system functions properly and is monitored appropriately.
 
Both Ohio EPA and U.S. EPA apologize for any inconvenience caused by the odors that were generated during this isolation break project. We sincerely appreciate the patience, understanding and perseverance of the landfill's neighbors and the community.

A vertical gas extraction well is drilled on the Cell 7 side slope. Four gas extraction wells were installed on each of the isolation break's side slopes. They will collect landfill gas generated within the waste mass. Photo taken May 26, 2009.
Flexible membrane liner is placed on the Cell 5 side slope. An elaborate system of sub-cap drains and gas collectors was installed under the liner. This system will intercept any leachate or gas generated by the subsurface reaction/fire. Photo taken May 23, 2009.

Additional Background Information

The odors continued and Ohio EPA determined aluminum production wastes disposed at Countywide were reacting with water and producing rapid settlement, heat and various gases, including hydrogen. This reaction, a smoldering fire, is a violation of Ohio’s solid waste regulations.
 
On March 28, 2007, Ohio EPA ordered Republic Services to take tougher actions to control the odors and underground fire. The Director’s Final Findings and Orders require Countywide to undertake extensive air and gas monitoring, leachate analysis and develop a fire suppression plan for the director’s approval. In addition, the company will close the landfill’s original 88-acre disposal area and pay more than $1,000,000 in fines and relief, including $250,000 to establish the Community Benefit Project Fund.
 
Ohio EPA is actively monitoring Countywide’s compliance with the Orders and has retained experts in landfill fires, fire science, chemistry and slope stability to independently evaluate any plans required under the Orders.

Odors

Please be aware that neither the Stark County Health Department nor Ohio EPA will be able to investigate every complaint. However, the health department will log every complaint received and this information will be used as necessary by Ohio EPA and other departments.
 
In addition to tracking odor complaints, the Stark County Health Department and Ohio EPA conduct several odor surveillance inspections per week to evaluate the odor situation at the facility.
