Office of Pollution Prevention

 Ohio EPA's Office of Pollution Prevention (OPP)

provides technical assistance services including printing industry specific pollution prevention information searches, non-regulatory one-on-one consultations, on-site facility technical assistance, and pollution prevention assessments. OPP also develops and distributes documents related to the printing industry. These documents range from simple facts sheets to pollution prevention guides to case studies. In addition, OPP has produced documents that explain how to conduct an assessment to identify pollution prevention opportunities and how to implement a pollution prevention plan and program.

OPP staff are available to assist printers in non-regulatory consultations to help address specific process problems. Such consultations can be conducted by phone, e-mail, or on-site visits.

Printers' National Environmental Assistance Center (PNEAC)

 The Printers' National Environmental Assistance Center is a partnership between industry, government, and university technical assistance providers. It serves those who interact with on the largest manufacturing industries in the world - the printing industry. The PNEAC mission is to assist regulatory agencies and technical assistance providers by delivering current, reliable environmental compliance and pollution prevention information to printers, publishers, and packagers. Products and Services include:

  • Training on basics of printing technologies, pollution prevention and  compliance issues

Profile of the Printing Industry

 U.S. EPA's printing and publishing industry sector notebook provides a comprehensive, well-researched details gathered for the first time in a single source and includes: a comprehensive environmental profile, industrial process information, pollution prevention techniques, pollutant release data, regulatory requirements, compliance/enforcement history, innovative programs, and contact names.   

Pollution Prevention for the Printing Industry: A Manual for Pollution Prevention Technical Assistance Providers (EPA-742-B-97-004)

This manual gives technical assistance providers, both those experienced in working with printers and those just starting, a basic reference on a variety of P2 and waste minimization suggestions. The packet includes a statistical overview of the industry, general pollution prevention options based on the process flow of typical printing operations, chapters on each specific printing type highlighted by case studies and a annotated bibliography.  

Design for the Environment (DfE) 

The Design for the Environment (DfE) program is one of U.S. Environmental Protection Agency’s (U.S. EPA) premier partnership programs, working with individual industry sectors to compare and improve the performance and human health and environmental risks and costs of existing and alternative products, processes, and practices. DfE partnership projects promote integrating cleaner, cheaper, and smarter solutions into everyday business practices. DfE has four printing partnership projects.

Great Printers Project 

The project works through a team made up of Great Lakes regulatory and economic development agencies, the U.S. Environmental Protection Agency (U.S. EPA), state and federal technical assistance providers, printers, suppliers and customers, and members of labor and environmental groups. This follows the lead of the U.S. EPA in defining "pollution prevention" as essentially equal to "source reduction" as defined in the Pollution Prevention Act of 1990.

The primary objective of the Great Printers Project is to establish pollution prevention as standard business practice in the printing industry. This will require efforts not only on the part of the printers, but also by all who supply them with materials, purchase their products, and regulate their operations. Toward this end, the Great Printers Project recommends roles to be played by: printers, print buyers, print suppliers and distributors, government regulators, and government and private assistance organizations.

P2IRIS Printing Sector Interactive Database

TechSolve has the Pollution Prevention Information Resource for Industry Sectors (P2IRIS) interactive database of pollution prevention technologies and processes that includes the printing industry. The Printing Sector topic area includes: printing process index and process maps, waste reduction techniques, case studies in P2, equipment suppliers and links to regulatory information.

Printing Topic Hubs

The Pollution Prevention Resource Exchange (P2Rx) is a consortium of eight regional pollution prevention information centers. P2Rx has Printing Topic Hubs that are web-based guides to peer-reviewed pollution prevention information and expertise on printing.

Printing Related Listservs

Listservs use e-mail to facilitate quick, focused communication among their members on a range of specific topics. PRINTECH is focused on technical aspects of environmental compliance issues faced by printers. Special attention is given to providing practical information on materials, practices and technologies that can prevent wastes and emissions at their source. PRINTREG is focused on the development, application and interpretation of environmental regulations affecting printers. PRINTREG provides a forum for regulators to discuss different approaches to specific printing-related regulatory issues, and to solicit informal feedback from industry experts.  

P2/FINANCE Software

P2/FINANCE is a user friendly spreadsheet software program designed to guide companies in the data collection and analysis essential to a clearer financial evaluation of pollution prevention projects. P2/FINANCE is designed to complement a company's existing project evaluation practices while ensuring that prevention investments receive balanced and comprehensive treatment during the capital budgeting process.

Printing Industry-specific Versions

Printing industry specific versions are available for the screen printing (P2/FINANCE - SP), lithographic printing (P2/FINANCE - LP), and flexographic printing (P2/FINANCE - FP). Each industry-specific version contains detailed lists of costs and savings relevant to that industry.
