Business Development - 412 Program
This is a direct incentive grant program. Projects will be analyzed as to local impact, job creation/retention and leveraged investment. These funds must be used for a designated capital purpose. Normal application of the funds are for costs associated with the construction of public infrastructure supporting a development project. Examples of eligible expenditures are engineering and construction costs of roads, sewer and water lines supporting a development project. These funds can also be used for on-site infrastructure (access roads, parking facilities) or for machinery and equipment costs.

Projects must help in the development and revitalization of local communities. Various grant programs fall under this heading including the CDBG Economic Development Program, offering loans to businesses for fixed assets and grants to local governments for infrastructure.

These grants are available up to $141,000, depending on local population, and require between 0% and 50% local match, depending on the activities applied for. Grants are available to establish and implement local recycling and litter prevention activities such as curbside recycling, material recovery facilities, recycling drop-off programs, litter collection efforts, and education and awareness programs. All counties, solid waste management districts, and cities with greater than 50,000 people are eligible to apply. Grants are awarded on a calendar basis (January - December) with applications due in early September. Approximately $6.5 million is available each year for distribution.

Conversion Facilities Exemption
The Conversion Facilities Exemption was designed to encourage and reward businesses for investing in energy converion, solid waste energy conversion, or thermal efficiency improvements. These investments will lower operating costs and reduce pollution. Submit through the Department of Taxation.

The OITP assists companies in preparing training plans, acquiring the most appropriate training resources (for training-the-trainer), and offsetting the company's costs to train their employees. These actions enable a company to become a more efficient, high performance operation.

These grants are offered to establish projects with cooperating local businesses to enhance and increase markets for recyclable materials, including scrap tires, collected from residences and businesses in Ohio.
