The renewal general permit is being reviewed for issuance. No actions are required by current permittees until they hear from Ohio EPA. The current general permit remains in effect until permittees hear from Ohio EPA.

The comment period for this general permit has been extended to February 28, 2011.

October 26, 2010

Ohio EPA is public noticing a draft renewal National Pollutant Discharge Elimination System (NPDES) general permit that would authorize storm water discharges associated with industrial activity. This permit would cover the entire State of Ohio.

This permit is a renewal of the Industrial Storm Water general permit issued in 2006.

An Ohio EPA public hearing to accept comments on the draft general permit has been scheduled for 2:30 p.m. on December 16, 2010 at Ohio EPA Central Office, Conference Room A, 50 West Town Street, Columbus, Ohio 43216. The public hearing will end when everyone in attendance has had an opportunity to provide comments related to the draft general permit.

 In lieu of attending the public hearing, written comments may be submitted in person or by mail no later than December 23, 2010 February 28, 2011. Deliver or mail all comments to:

Background

Activities that take place at industrial facilities, such as material handling and storage, are often exposed to the weather. As runoff from rain or snowmelt comes into contact with these activities, it can pick up pollutants and transport them to a nearby storm sewer system or directly to surface waters. To minimize the impact of storm water discharges from industrial facilities, the NPDES program includes an industrial storm water permitting component that covers certain industrial activities that require authorization under an NPDES industrial storm water permit for storm water discharges.

This draft general permit renewal closely mirrors USEPA’s Multi-Sector General Permit (MSGP). Ohio EPA’s intent is to be consistent with the federal MSGP and only alter conditions/language if warranted. The Fact Sheet above identifies noteworthy changes in comparison to the federal MSGP.


Facilities and Activities Covered

This draft general permit addresses storm water discharges from 29 sectors of industrial activity. The 29 sectors are defined by either the facility's Standard Industrial Classification (SIC) code or a general description of the Facility’s Activity Code. The North American Industry Classification System (NAICS) will eventually replace the SIC system. The U.S. Census Bureau has a conversion table to bridge the two systems. Appendix D [PDF 515K] of the draft general permit identifies the regulated SIC codes and Industrial Activity Codes subject to this draft general permit. 


Determining What Draft General Permit Parts are Applicable to Your Facility

Based upon a facility’s SIC Code or Activity Code, Appendix D [PDF 515K] of the draft general permit identifies the Sector and Subsector of the draft general permit to which a facility is subject. All facilities are subject to Parts 1 - 5, Part 7 and the relevant Sector/Subsector requirements of Part 8 of the permit. Part 6 of the permit includes monitoring requirements that are applicable to 19 of the 29 Sectors (monitoring applicability is identified in Part 8).
