Application Instructions

  • Dischargers currently permitted under general permit OHR000004: 
    • Ohio EPA will be mailing renewal letters, which provide instructions on how to renew coverage, between the dates of December 22, 2011 and December 30, 2011.  Renewal letters will be mailed to the applicant listed in Section I of the NOI submitted for coverage under general permit OHR000004.  You must submit a new NOI application form and $350.00 fee within 90 days of the date of Ohio EPA's renewal letter to continue your coverage.  If a facility does not respond within the 90 days, coverage under general permit OHR000004 is automatically terminated.  If you have not received your renewal letter by January 13, 2012, please contact us.
  • New facilities seeking coverage:
    • To obtain industrial storm water general permit coverage under OHR000005, each discharger submits an industrial NOI application form and $350.00 fee.  New facilities that plan to initiate a storm water discharge are required to submit their application 180 days prior to commencing discharge. 

 Eligibility Requirements

The renewal continues to authorize the majority of industrial storm water discharges requiring an NPDES permit per federal regulation 40 CFR 122.26(b)(14).  The following industrial categories addressed by the federal regulation cannot obtain coverage under general permit OHR000005:

  • construction (land disturbances of 1 or more acres);
  • active landfills;
  • petroleum bulk terminals (SIC 5171);
  • marinas (SIC 4493);
  • phosphatic fertilizer manfactures (SIC 2874);
  • metal mining (SIC 10xx); and
  • coal surface mining (SIC 1221)

Other storm water dischargers not eligible for coverage include (Note: These discharges are eligible for coverage if they have had continuous IGP coverage since February 10, 1996):

Discharges requiring a construction permit can apply for coverage under the Construction Site Storm Water General Permit.  All other discharges requiring a permit but ineligible for IGP coverage must apply for an Individual NPDES Permit.
