As the next step in the implementation of the federally mandated Phase II storm water program, Ohio EPA issued two National Pollutant Discharge Elimination System (NPDES) general permits that authorize small MS4 storm water discharges.

During January of 2003, Ohio EPA mailed a package of information to municipalities, counties and townships required to obtain MS4 permit coverage by March 10, 2003.  The package included the MS4 general permit appropriate to the addressee, a Notice of Intent application for permit coverage, and instructions on how to apply for coverage.
