General permit OHR000004 is the fourth generation of the Industrial Storm Water National Pollutant Discharge Elimination System (NPDES) General Permit. It was public noticed on December 30, 2005. A public meeting was held on February 23, 2006 and comments on the draft permit were accepted through the close of business on March 2, 2006. The draft renewal permit and responsiveness summary to comments on the draft renewal permit are available here: Application InstructionsDischargers currently permitted under general permit OHR000003Facilities currently having IGP coverage under general permit OHR000003 (the third generation of the IGP which expired on July 31, 2005), should wait for a mailing from Ohio EPA that provides instructions and information specific to their facility about how to apply for continuing coverage. The mailing was sent to the applicant listed in Box I of the last NOI. In the case of an entity with multiple facilities, depending on what was submitted, this could be the corporate headquarters. Please do not send in a Notice of Intent (NOI) until you receive your renewal mailing. The mailing will contain a pre-populated NOI for your review and signature. Submission of that NOI should simplify and expedite the renewal process for permittees and Ohio EPA. Renewal mailings will be sent to the applicant listed in section 1 of the NOI submitted for coverage under general permit OHR000003. See an example of the renewal mailing here (PDF 166K). If you have not received your renewal mailing by July 31, 2006, please contact us. Permittees will have 90 days from the date of the mailing to submit an updated NOI and the associated fee. If a facility does not respond within the 90 days, coverage under general permit OHR000003 is automatically terminated. Dischargers not currently permitted under general permit OHR000003Dischargers who are interested in initial IGP coverage and who meet the eligibility requirements of the permit should use the standard application process. Eligibility RequirementsThe renewal continues to authorize the majority of industrial storm water discharges requiring an NPDES permit per federal regulation 40 CFR 122.26(b)(14). The following industrial categories addressed by the federal regulation cannot obtain coverage under general permit OHR000004:

Dischargers requiring a construction permit can apply for coverage under the Construction Site Storm Water General Permit. All other dischargers requiring a permit but ineligible for IGP coverage must apply for an Individual NPDES Permit.
