In 1988, Ohio's legislature passed House Bill 592, an ambitious piece of legislation that significantly strengthened Ohio's 20 year old solid waste law and that set in motion a planning process at both the local and state government levels. The main goals of this planning process are to ensure adequate and environmentally sound management capacity for Ohio's solid waste and to increase the efforts of Ohio's communities, businesses and industries to reduce and recycle solid wastes.

Plan Update Schedule
To determine when preparation of your SWMD's draft plan should begin, when the draft plan is due to Ohio EPA, and the date by which you must have an approved plan, read the document titled Plan Update Schedule available on the documents menu below. You also may want to obtain copies of the Facility Data Report, the Solid Waste Management Fee Summary, and the Summary of Solid Waste Management in Ohio to help you in preparing your draft plan. If you need to obtain disposal information that is not yet available in the Facility Data Report, please contact the Planning Unit representative responsible for your district.
Quarterly Fee Reports
To obtain a copy of the current quarterly fee report form, please download the document titled Fee Form available on documents menu below. Please be aware that what you will obtain is a blank copy of the form. Information that was submitted for previous quarters can be obtained by contacting Andrew Booker.
Completed quarterly fee report forms are to be submitted to Ohio EPA based on the following schedule:
SWAC Meeting Dates, Agendas, and Minutes
SWAC is required to meet, at a minimum, four times a year (once every quarter). SWAC meetings are open to the public and all interested individuals are encouraged to attend. See the document titled SWAC Meeting Schedule for the dates of currently scheduled meetingson the documents menu below. You can also find notices of SWAC meetings, along with agendas, on the menu to the right as the meetings approach. Ohio EPA prepares formal meeting minutes for each SWAC meeting. Ohio EPA/SWMD Workgroup
In 1999, a workgroup was established to enable enhanced communication between DSIWM and SWMDs. The Workgroup is intended to provide a forum for Ohio EPA and SWMDs to discuss issues of mutual interest. Ohio EPA hosts this workgroup about once every three months. All SWMDs are invited to and encouraged to attend these workgroup meetings. You will find notices of workgroup meetings, along with agendas, on the menu to the right as the meetings approach. Contact Kevin Shoemaker if you have questions, comments, or suggested agenda items concerning the OEPA/SWMD Workgroup.

ADR Form
A copy of the current ADR form is available in the documents menu below. Please be aware that you will obtain a blank copy of the ADR form. The "Status of Plan Implementation" table for your particular SWMD that is attached to the version of the ADR form you are mailed by Ohio EPA can only be obtained by contacting the Planning Unit representative responsible for your SWMD. Upon request, DSIWM will send you an electronic copy of the "Status of Plan Implementation" table for your specific SWMD.
The complete ADR form and "Status of Plan Implementation" table must be submitted to Ohio EPA no later than June 1st of each year.
