Annual District Reports (ADRs)
ADR Form and Instructions
The complete ADR form and "Status of Plan Implementation" table must be submitted to Ohio EPA no later than June 1st of each year. The required "Status of Plan Implementation" table is specific to each SWMD. This table is obtained by contacting the Ohio EPA representative responsible for your SWMD. Refer to the Planning Unit Assignments by County to find the appropriate contact information.

Quarterly Fee Report and Instructions
This blank copy of the Quarterly Fee Report is available as well as the SWMD Quarterly Fee Report Instruction Manual.
Completed quarterly fee report forms are to be submitted to Ohio EPA based on the following schedule:
- 1st Quarter (January 1 March 31) due May 15th
- 2nd Quarter (April 1 June 30) due August 15th
- 3rd Quarter (July 1 September 30) due November 15th
- 4th Quarter (October 1 December 31) due February 15th

Ohio EPA/SWMD Workgroup
In 1999, a workgroup was established to enable enhanced communication between DSIWM and SWMDs. The Workgroup is intended to provide a forum for Ohio EPA and SWMDs to discuss issues of mutual interest. Ohio EPA hosts this workgroup about once every three months. All SWMDs are invited to and encouraged to attend these workgroup meetings. The Ohio EPA/SWMD Workgroup Meeting Schedule is available as well as an agenda for the upcoming meeting. Contact Christopher Germain if you have questions, comments, or suggested agenda items concerning the Ohio EPA/SWMD Workgroup.
Solid Waste Management Advisory Council (SWAC)
SWAC provides advice and input to Ohio EPA on a variety of solid waste issues and its membership is specifically designed to represent a variety of perspectives on solid waste management issues. Refer to this SWAC Fact Sheet and this list of SWAC members for more information.

Planning Information
Format
SWMDs must prepare their solid waste management plans (plans) in a format prescribed by Ohio EPA. The District Solid Waste Management Plan Format – Version 4.0, is currently under development and will be available in 2010 (see below). SWMDs can use the District Solid Waste Plan Format Version 3.0 (GD# 198) until it is available.

Plan Update Schedule
To determine when preparation of your SWMD's draft plan should begin, when the draft plan is due to Ohio EPA, and the date by which you must have an approved plan, refer to the Solid Waste Management District Plan Update Schedule. You may want to obtain copies of the Annual District Report Review Form, Facility Data Report, the Solid Waste Management Fee Summary and the Summary of Solid Waste Management in Ohio to help you in preparing your draft plan. If you need to obtain disposal information that is not yet available in the Facility Data Report, refer to the Planning Unit Assignments by County and contact the Ohio EPA representative responsible for your SWMD.

State Solid Waste Management Plan (State Plan)
The State Plan is prepared by Ohio EPA in conjunction with the Solid Waste Management Advisory Council. The overriding purpose behind the State Plan is to reduce the reliance on landfills for the disposal of solid waste, to ensure that solid waste is managed in the most appropriate manner at environmentally sound facilities, and to ensure that effective and practical solutions to reduce Ohio's generation and disposal of solid wastes are implemented.
