Processing and Engineering Unit

The Processing and Engineering Unit works with the District Offices, Health Departments, and the regulated community to ensure that solid waste landfill facilities, scrap tire monofills and monocells, construction and demolition debris facilities, Class I composting facilities, and transfer facilities are designed, constructed, and operated in compliance with governing laws and regulations. To accomplish this, members of the Processing and Engineering Unit:

  • Administer the municipal, industrial, and residual solid waste programs and the construction and demolition debris program.
  • Prepare new rules, lead rule revision efforts, and interpret existing rules for the municipal, industrial, and residual solid waste landfill programs, transfer facilities, and for the construction and demolition debris program.  Class I composting is addressed by the Composting Unit.
  • Develop supporting documents (i.e., fact sheets, guidance documents, policies)
  • Provide technical assistance to the district offices, the regulated community, the general public, other programs within DSIWM, other divisions within Ohio EPA, and other state agencies. Technical assistance regarding a specific site is provided by the district office.
  • Investigate and create training opportunities for DSIWM engineers and others, both external to and internal to the Ohio EPA.
  • Evaluate implementation of the solid waste and construction and demolition debris programs.
  • Process permits for solid waste landfill facilities, scrap tire monofills and monocells, incinerators, transfer stations, and Class I composting facilities.
  • Process other Director's Actions (e.g. variances, exemptions). Registrations, certifications, and licenses are processed by other units.
  • Coordinate actions with Ohio EPA's Public Interest Center (PIC).
  • Research alternative and state-of-the-art technologies and their applications (i.e. alternative materials and techniques for landfill construction and operation).
  • Coordinate activities and facilitate information exchange among the District Offices to ensure statewide consistency in the solid waste and construction and demolition debris programs.
