State Budget Changes
The state budget bill (HB 66) eliminated of General Revenue Funds (GRF) for environmental programs and a corporate franchise tax that funds recycling and litter prevention programs. In order to continue these
programs, the bill implemented a fee-based funding system.
Implementation of HB 66 provides funding support to Ohio EPA and the Ohio Department of Natural Resources' (ODNR) Division of Soil and Water Conservation to offset GRF losses and provides funding for ODNR's Recycling
and Litter Prevention Program to offset the loss of the corporate franchise tax revenue.
Governor Taft signed HB 66 into law on June 30, 2005 with an effective date of July 1, 2005.
This bill included an increase in the state disposal fee for solid waste and construction and demolition debris (C&DD).
