Hazardous Waste Manifest Primer
A shipping paper called a hazardous waste manifest (manifest) is required to accompany each shipment of hazardous waste from the generator’s facility to the hazardous waste treatment storage, disposal or recycling facility. The person responsible for preparing the manifest is the generator of the hazardous waste. The manifest is a requirement under the Ohio and federal hazardous waste rules and the U.S. Department of Transportation rules, Ohio Administrative Code rules 3745-52-20 and 3745-53-21 and section 49 part 205 of the Code of Federal Regulations (CFR), respectively.
The purpose of the manifest is to establish a paper trail that shows who is/has been in possession of the hazardous waste; to identify where the hazardous waste originated and to designate where the hazardous waste is to be delivered. Each person who handles the hazardous waste must sign the manifest. In addition, the manifest includes information identifying the hazardous waste’s toxicity and quantity. This information is used in case of an emergency or waste release by emergency responders to determine the risks the waste may pose to human health or the environment.
Generators and hazardous waste treatment, storage and disposal (TSD) facilities are not required to send copies of manifests to Ohio EPA. However, some states may require their generators to submit a copy of the manifest to the receiving TSD facility’s state.
