    Overview

    In Ohio, a Hazardous Waste Annual Report (AR) is required to be submitted no later than March 1 of each year and covers the activities conducted in the previous calendar year.  Data collected for odd-numbered years is forwarded to U.S. EPA by Ohio EPA in fulfillment of the Biennial Report requirement; facilities do not need to file a separate Biennial Report.

    Who is required to file?

    Generators who have shipped hazardous waste off-site are required to submit an AR (OAC Rule 3745-52-41).  If they generated less than 1000 kg (2200 lbs) of non-acutely hazardous waste in each month of the calendar year, then the generator is exempt from reporting (OAC Rule 3745-52-44).  In other words, if the site was a Large Quantity Generator (LQG) in any one month during the calendar year, they must file an AR and list all the wastes they generated and/or shipped during the entire year.  A LQG is defined as a site that generates 1000 kg (2200 lbs) or more of non-acutely hazardous waste or 1 kg (2.2 lb) or more of acute hazardous waste in one calendar month.  There is no exemption from reporting for one-time or short-term LQG activities.

    Facilities that have a permit to treat, store, or dispose (TSD) of hazardous waste must also file an AR (OAC Rules 3745-54-75 or 3745-65-75).   Commercial or limited commercial facilities that receive hazardous waste from off-site must identify their customers, what was received, and how it was managed.  Facilities that conduct on-site management of their own wastes in permitted units report the quantity and the method(s) used.

    Electronic filers using the eDRUMS Web-based Hazardous Waste Annual Report Service through Ohio EPA's eBusiness Center.  The 2011 reports are due no later than March 1, 2012.

    If you need to file an AR for an earlier year, you can use the current forms and fill in the blank on each form with the appropriate year.  The forms are year-neutral.

    Sign up for the Annual Report Electronic News Service

    The Division of Hazardous Waste Management maintains an electronic mailing list for the purpose of communicating with interested parties about the Annual Report requirement.  Contact persons who provide their e-mail address on the report are automatically added to the mailing list, but anyone can subscribe.  An example of message content is a reminder about the report's due date.  To subscribe or to manage existing subscriptions to agency electronic mailing lists, click here.
