Disadvantaged Business Enterprise (DBE) Reports due to Ohio EPA by October 13, 2017

Recipients of loans from Ohio EPA’s drinking water and wastewater loan fund programs need to submit their annual Disadvantaged Business Enterprises (DBE) reports by Friday, October 13, 2017.

As a condition of receiving capitalization grants from the U.S. EPA for the Water Pollution Control Loan Fund (WPCLF) and the Water Supply Revolving Loan Account (WSRLA), the Ohio EPA negotiates “fair share” DBE objectives with U.S. EPA. DBE’s include both Minority (Owned) Business Enterprises (MBE) and Women (Owned) Business Enterprises (WBE). The current negotiated goals for construction related activities are that 1.3% of all contracts will be awarded to MBEs while 1.0% of all contracts will be awarded to WBEs. All loan recipients are to report DBE participation annually (using Form 5700-52A) during the construction phase of their project until construction is fully complete.
