Disadvantaged Business Enterprise (DBE) Reports from Loan Recipients Due October 14, 2016

It’s time for recipients of drinking water and wastewater loans to submit your annual Disadvantaged Business Enterprises (DBE) reports. As a condition of receiving capitalization grants from U.S. EPA for the Water Pollution Control Loan Fund (WPCLF) and the Water Supply Revolving Loan Account (WSRLA), the Ohio EPA negotiates “fair share” Disadvantaged Business Enterprises (DBE) objectives with U.S. EPA. DBEs include both minority business enterprises (MBEs) and women’s business enterprises (WBEs). The current negotiated goals for construction related activities are that 1.2 percent of all contracts will be awarded to MBEs while 1.8 percent of all contracts will be awarded to WBEs. All loan recipients are to report DBE participation annually during the life of the construction phase of their project until construction is entirely completed using 5700-52A.
