Ohio EPA is Addressing Harmful Algal Blooms (HABs) with Loan Discounts and Grant Money

Initiated in the latter part of 2014, Ohio EPA’s special financing initiatives to help address harmful algal blooms (HABs) through its drinking water and clean water state revolving fund loan programs have now been assisting Ohio’s communities for over half a year.

State Revolving Loan Funds: an Affordable Solution for Ohio Communities Needing Infrastructure Improvements

Started in the late 1980s and late 1990s under the Clean Water Act and the Safe Drinking Water Acts, the WPCLF and WSRLA programs offer below-market interest rate loans for planning, design and construction. The loans carry a range of interest rates, depending on financial need. Both loan programs recently began offering special assistance for projects targeted at nutrient reduction and treatment.
