License to Operate

In Ohio, public water systems (PWS) are required to obtain a license to operate (LTO) from Ohio EPA. The license to operate indicates the PWS is approved by the Agency to supply drinking water to the public, and must be prominently displayed at the facility. PWS are required to renew their license every year.

Ohio EPA issues different licenses depending on the facilities' compliance with safe drinking water rules. Each type of license is color-coded green, yellow or red, representing the status of the system's LTO.

A green license to operate means it was issued without any conditions.  Most public water systems in Ohio receive green licenses.
 

 

 

 










 

A yellow license means it was issued to the PWS with conditions. Conditions usually require correction of violations of safe drinking water rules and may include conducting all required water quality monitoring, hiring a certified operator or paying an administrative fine.  Public water systems that received yellow, conditioned LTOs for 2012 include: 

 

 

A red sign is issued to PWS that are not licensed because their renewal was denied or their license was suspended or revoked.   These actions are taken against a license to operate due to violations of safe drinking water rules.  In these cases, the water system is not permitted to provide water for human consumption. Public water systems that have had their renewal denied or their licenses suspended or revoked include:
