Air Permits

Obtaining a Permit

The first step in obtaining a permit is to submit a permit application.  Permits must be obtained prior to installation by submitting a Permit-to-Install (PTI)/Permit-to-Install and Operate (PTIO) application. All of the application materials are available for download by pressing the icon below.

Electronic Permit applications can be submitted using the eBusiness Center: Air Services in a variety of ways depending on the type of facility where the operations are located.  Some facilities are required to submit applications electronically. For more information please see the Air Services web page. For those who can submit hard copy applications, they must be sent to the appropriate District Office or Local Air Agency (DO/LAA).

Types of Permits

Effective June 30, 2008, permits-to-install (PTI) will be issued only to Title V facilities. Non-title V facilities will be issued permits-to-install and operate (PTIO). PTIOs replace historical permits-to-operate (PTO) which were issued following the issuance of a PTI. PTIs and PTIOs are regulated under OAC Chapter 3745-31.

Getting Your Permit Quickly

If I have to fill out the applications quickly what do I do?

If I need to get my permit processed quickly what do I do?

  • Complete the above steps.
  • Call the DO/LAA and ask for rush processing.
  • Call Mike Hopkins, Assistant Chief of Permitting at (614) 644-3611 to put your permit on the "rush" list. Information on this process is available on the DAPC website.
  • Call the Ohio EPA periodically to monitor the progress and to offer to help.

Tracking Permits

The Permit Issuance/Data Management Unit is responsible for tracking, typing, proofing, and issuing Permits to Install (PTIs), Permits-to-Install and Operate (PTIOs) and Title V permits for air pollution sources.

To find out the status of your permit, it is recommended that you first contact the DO/LAA that is responsible for your facility. If the DO/LAA has already sent their permit recommendation to the EPA Central Office, you may contact us  at (614) 644-2300 to determine the status and likely issue date of your permit. Electronic Copies of Issued Permits

DAPC provides electronic copies of permits-to-install issued 2004 to present, all issued Title V permits and a listing of all approved permit-by-rule applications.

Reporting in Permits

Historically, for many years, Ohio EPA has been requiring quarterly deviation reports in PTIs and historical PTOs. Effective June 30, 2008 Ohio EPA will only be requiring quarterly deviation reports in PTIs issued to Title  V facilities and for certain restrictions issued in a federally enforceable PTIO (FEPTIO). Emissions units covered under PTIOs (and FEPTIOs) will submit an annual Permit Evaluation Report (PER) in the future.
