Program Description

The Solid and Infectious Waste Group in Central District Office is responsible for providing full service assistance to all of our customers in the ten counties we serve. This area includes Delaware, Fairfield, Fayette, Franklin, Knox, Licking, Madison, Morrow, Pickaway, and Union Counties. Our customers include local health departments, facility operators, consultants, private citizens, environmental activist groups, and others.

Specific areas of assistance include: landfills, transfer stations, solid waste composting, infectious waste, scrap tires, construction and demolition debris, household hazardous waste, planning, and waste minimization.

Allan Hurtt is the District Solid Waste Engineer. He is responsible for the review of all authorizing actions, including permits, closure plans, etc. in all ten counties.  He assists the District Solid Waste Inspector and the local health departments in evaluating facility compliance with the engineering aspects of permits and other authorizing actions.  He also provide engineering technical assistance to consultants and permit applicants.

Phil Farnlacher is the District Solid Waste Inspector. He conducts annual surveys of local health department programs, and provides technical assistance to local health departments, facility operators, consultants, and the general public on the operations portions of the program. Phil is the contact person for facilities and health departments in all CDO counties.

Duane Snyder is the Solid Waste Supervisor. Steve Rath is the Manager. He works half time in the Solid Waste program and half time in the Hazardous Waste program.
