Facilities that store oil of any kind, in containers 55 gallons or greater with a total capacity of 1,320 gallons, are probably subject to the Spill Prevention, Control and Countermeasure (SPCC) regulations. A facility that is subject to the SPCC regulations must prepare an SPCC plan and have secondary containment structures to prevent a spill of oil from entering a waterway. The district On-scene Coordinators may request and review a copy of a facility's SPCC Plan and or conduct an SPCC inspection as part of an emergency response.
TheUnderstanding the Spill Prevention, Control and Countermeasure (SPCC) Requirements Fact Sheet, prepared by the Ohio EPA's Office of Compliance Assistance and Pollution Prevention, provides additional details on the regulation's requirements. The U.S. EPA, Region 5, Oil Planning and Response Program Internet site also contains information on the SPCC regulations.
