Welcome to the Division of Solid and Infectious Waste Management

The Division of Solid and Infectious Waste Management ensures proper handling of solid waste and encourages people to reduce, reuse or recycle solid waste generated in Ohio. We issue permits to regulate landfills, waste incinerators, transfer facilities, composting facilities, scrap tire facilities, construction and demolition disposal sites, infectious waste disposal sites and industries that generate infectious wastes, such as hospitals. We also oversee state and local planning for long-term solid waste management.

OAC Chapter 3745-506 Update: New Rule Development Concepts

In response to comments, Ohio EPA has developed general concepts for revisions to the ground water assessment and compliance monitoring programs. These general concepts were posted on DSIWM's Web site on July 28, 2009, and several Listserv groups were notified and invited to review the concepts and submit comments and questions. On September 2, 2009, Ohio EPA held a meeting with interested parties to present the rule development general concepts, answer questions, and accept additional comments.

Public Comment Period for Landfill Rules Extended
DSIWM has decided to give interested parties additional time to comment on our current MSW, ISW, and RSW Landfill Rules. The deadline has been extended until December 31, 2009. Click Here for More Information
 
Ohio EPA launches new Online Disposal Fee Reporting System

Ohio law requires that owners and operators of solid waste and CDD disposal facilities collect fees on the disposal of waste at their facilities. Fees collected at facilities must be sent to Ohio EPA, along with a detailed report, on a monthly basis. In the past, these reports had to be completed on paper, signed, notarized, and mailed to Ohio EPA. With the launch of Ohio EPA’s eBusiness Disposal Fees service, owners and operators can now electronically file monthly reports with Ohio EPA, resulting in reduced time required to prepare filings, greater accuracy, and potential cost saving.

Concepts for Rule Development - Ground Water Assessment and Compliance Monitoring Programs

This document is being provided for public review in preparation for an interested party meeting, at which Ohio EPA will present the rule development concepts, answer questions, and accept comments.  The meeting will be held on September 2, 2009, from 10:00 a.m. to 3:00 p.m., in Room "South B and C," 31st Floor, Vern Riffe Center, 77 South High Street, Columbus, Ohio 43215.  Seating is limited to 100, so please RSVP by August 14, 2009 , to Scott Heidenreich with your contact information and the number in your party planning to attend. If you have questions or would like to submit comments on the concepts, please contact or submit comments to Scott Heidenreich.

 
MSW Disposal Fee Rate Increase

In accordance with provisions of Ohio’s recent budget bill, signed into law by Governor Strickland on July 17, 2009, Ohio’s municipal solid waste disposal fee will increase from $3.50 per ton to $4.75 per ton. The increase is effective beginning August 1, 2009. One dollar of the increase will be deposited into Ohio’s Environmental Protection Fund. The remaining twenty-five cents of the increase will be used to fund soil and water conservation programs through the Ohio Department of Natural Resources. Updated disposal fee report forms are available to be used for August 2009 submittals.
