Welcome to the Division of Solid and Infectious Waste Management

The Division of Solid and Infectious Waste Management ensures proper handling of solid waste and encourages people to reduce, reuse or recycle solid waste generated in Ohio. We issue permits to regulate landfills, waste incinerators, transfer facilities, composting facilities, scrap tire facilities, construction and demolition disposal sites, infectious waste disposal sites and industries that generate infectious wastes, such as hospitals. We also oversee state and local planning for long-term solid waste management.

Ground Water Program Update

In response to comments on the draft Ground Water Rules (OAC 3745-506) published in August of 2006, Ohio EPA developed general concepts for revisions to the ground water assessment program. These general concepts were posted on DSIWM's Web site on July 28, 2009, and several Listserv groups were notified and invited to review the concepts and submit comments and questions. On September 2, 2009, Ohio EPA held a meeting with interested parties to present the rule development general concepts, answer questions, and accept additional comments.

After consideration of the comments and information gathered from interested parties, Ohio EPA is posting this advance notice of draft rulemaking by publishing detailed concepts for how the draft ground water rules would address ground water assessment. There are four documents available for downloading. They are:

Central 2009 H1N1 Vaccine Recovery Program

The Central Vaccine Recovery Program is a voluntary program sponsored by the U.S. Federal Government intended to recover unused doses of 2009 H1N1 influenza vaccine (i.e. unopened vials/pre-filled syringes/nasal sprayers). The Ohio Department of Health sent a letter the week of June 14, 2010, notifying health care providers who signed a Provider Agreement of the opportunity to return expired, unused H1N1 vaccine. The letter states that providers who are required by law to hold an Environmental Protection Agency (EPA) identification number are not eligible to participate in the return program. This sentence is referring to an identification number issued by U.S. EPA to hazardous waste generators and is not referring to the Ohio EPA issued infectious waste generator registration certificate identification number. If you have additional questions or concerns, please contact the Ohio Department of Health Immunization Program at 1-800-282-0546 or 614-466-4643.

Ohio EPA launches new Online Disposal Fee Reporting System

Ohio law requires that owners and operators of solid waste and CDD disposal facilities collect fees on the disposal of waste at their facilities. Fees collected at facilities must be sent to Ohio EPA, along with a detailed report, on a monthly basis. In the past, these reports had to be completed on paper, signed, notarized, and mailed to Ohio EPA. With the launch of Ohio EPA’s eBusiness Disposal Fees service, owners and operators can now electronically file monthly reports with Ohio EPA, resulting in reduced time required to prepare filings, greater accuracy, and potential cost saving.

MSW Disposal Fee Rate Increase

In accordance with provisions of Ohio’s recent budget bill, signed into law by Governor Strickland on July 17, 2009, Ohio’s municipal solid waste disposal fee will increase from $3.50 per ton to $4.75 per ton. The increase is effective beginning August 1, 2009. One dollar of the increase will be deposited into Ohio’s Environmental Protection Fund. The remaining twenty-five cents of the increase will be used to fund soil and water conservation programs through the Ohio Department of Natural Resources. Updated disposal fee report forms are available to be used for August 2009 submittals.
